Electronic Reporting of Fire Protection Systems
The Compliance Engine (Brycer/TCE)

Effective April 1, 2026

Sonoma Valley Fire District requires that all fire protection and life safety systems within its jurisdiction be inspected, tested, and maintained by licensed contractors in accordance with the California Fire Code and applicable NFPA standards. Beginning April 1, 2026, all inspection and test reports must be submitted electronically through The Compliance Engine (TCE), a web-based reporting platform operated by Brycer, LLC.

Why Electronic Reporting

Fire protection and life safety systems are among the most critical components of any commercial building. They protect occupants, preserve property, and directly support firefighter safety during emergency operations. Electronic reporting through TCE allows Sonoma Valley Fire District to track inspection and maintenance activity in real time, identify deficiencies before they become emergencies, and hold properties accountable to code-required maintenance schedules.

The Compliance Engine is used by fire departments throughout California and the nation. It creates a permanent, accessible record of system compliance for contractors, property owners, and the AHJ.

Requirements for Contractors

Any contractor performing inspections, testing, or maintenance of fire protection systems within Sonoma Valley Fire District's jurisdiction is required to register with The Compliance Engine and submit all test reports electronically — both passing (compliant) and failing (non-compliant) reports.

This requirement applies to, but is not limited to, the following system types:

  • Fire alarm systems
  • Automatic fire sprinkler systems
  • Standpipe systems
  • Fire pumps
  • Kitchen hood suppression systems
  • Dry chemical and clean agent suppression systems
  • Private fire service mains and hydrants
  • Fire doors and fire escapes
  • Emergency responder radio coverage systems (ERRCS)
  • Other systems as required by the California Fire Code

Contractors who are not yet registered with TCE should visit thecomplianceengine.com to create an account prior to the April 1, 2026 effective date. Submissions made on or after that date outside of TCE will not satisfy the reporting requirement.

Note for contractors: Submission of both compliant and non-compliant reports is required. Submitting only passing reports does not satisfy this requirement.

Requirements for Property Owners

Property and business owners are responsible for ensuring that all fire protection systems on their premises are inspected, tested, and maintained on the schedules required by the California Fire Code and the applicable NFPA standards. This obligation does not change with the introduction of TCE — electronic reporting is a new compliance tracking mechanism, not a substitute for the underlying maintenance requirement.

Property owners may establish a free Premise User account with The Compliance Engine to view, monitor, and track all inspection reports associated with their property. This account provides direct visibility into your system compliance status and any outstanding deficiencies.

Non-Compliant Systems

A fire protection system is deemed non-compliant when a deficiency is identified during inspection or testing. Non-compliant systems must be repaired, reinspected, and pass testing within 30 days of the date of the initial failed test.

Important: The 30-day correction window applies to standard deficiencies. Deficiencies that render a system inoperable or significantly impaired — such as a sprinkler system taken out of service or a fire alarm panel failure — constitute a critical impairment and require immediate notification to Sonoma Valley Fire District and implementation of a fire watch or equivalent protection measure. Do not wait 30 days for critical impairments.

Failure to correct deficiencies within the required timeframe may result in re-inspection fees, notices of violation, and other enforcement action under the California Fire Code.

How to Get Started

  1. Contractors:Register at thecomplianceengine.com. Search for Sonoma Valley Fire District during setup to link your account to our jurisdiction.
  2. Property owners:Email support@mybrycer.comto request Premise User access for your property. Reference your property address in the request.
  3. Review the testing schedule:Confirm your systems are on the correct inspection and testing intervals. See our Quick Reference — Fire Protection Systems table for a summary of required frequencies and applicable standards.
  4. Coordinate with your contractor:Ensure your licensed contractor is registered with TCE and aware of the April 1, 2026 submission deadline.
